Yes - i agree with you: it called on english gallic coat, too (but in form is more simmilar to the tunic not to the mantle or to the coat=sagum) because of the sleeves. I know some items by the reenactors, too (they are very brighte, indeed). It is not new info for me about the gallic coat - but the ornamented band on it is new for me because: the late Lt d and gallo roman dress were usually not decorated with bands - like your link from France ( i saw this figure in the last days, too).
I think there is here in forum theme about the gallic coat.
