Hadrian's wall was thrown up very quickly in a far off province, whereas the subject in question is in Rome itself. Many, many structures in Rome could hardly be described as Gerry-Built, and employed the same construction techniques as we see on the Praetorian barracks.
However, I think the fact that the brickwork was likely to have been plastered blows my theory!
I will have to take a closer look at this when next I am in Rome.
