I read once that the Kevlar helmets will stop bullets but still pack enough kinetic energy to snap the head to the side and break the neck.
What we need are force fields.
Oh yeah and phasers, teleporters, and warp-drive too.

I think the idea is to protect mainly from shrapnel, and small arms fire.
