You might try this site for information on 20-24mm (1/72) plastic figures:

As for 28mm, the thread at the top of this topic lists practically every manufacturer of figures in both plastic and metal in all scales.
From my admittedly limited knowledge, it seems that The Foundry is doing some of the best work in 28mm metal though no doubt other members have their own favorites and will weigh in with their recommendations.
