I think you are right, they are probably Chukchi, I found a picture of one

I thought they might have been Tibetans because I've seen black-and-white pictures of Tibetans in lamellar armour. But this Chukchi is clearly much more similar.

Remarkable. And they say Arctic peoples don't practise warfare much :roll:
