An excellent summary about Roman footwear can be found in:

Florian has just posted up my sources... its a confusing field as far as I'm concerned, the 4th century seems to be poorly represented as far as actual finds go. Yet there are lots of examples of footwear in mosaics/paintings/sculpture.
