What do we know about this title? Who held it, when and where?

This is actually something not even I know. I have long theorized this title belonged to Sigisvult (426-435), Vertericus (439), and Ricimer (443-455) based on my knowledge of the command structure, but have no evidence to support that.

Areobindus allegedly held the title in 422, although it may have been Comes Rei Militaris instead.

I found something about it first being attested only by 548, applied by Justinian to Artabanus.

Nik- a quick google search for Comes Foederatorum brought up quite a few hits, might be worth checking out a few of them.
