What do we know about this title? Who held it, when and where?

This is actually something not even I know. I have long theorized this title belonged to Sigisvult (426-435), Vertericus (439), and Ricimer (443-455) based on my knowledge of the command structure, but have no evidence to support that.

Areobindus allegedly held the title in 422, although it may have been Comes Rei Militaris instead.

I found something about it first being attested only by 548, applied by Justinian to Artabanus.

If you read Latin, this is from Du Cange et al., Glossarium mediæ et infimæ latinitatis. Niort : L. Favre, 1883-1887:
Comes Foederatorum, apud Anastasium in Hist. Eccl. pag. 66. qui Theophani, Cedreno pag. 341. et aliis, ϰόμης τῶν φοιδεράτων. Τουρμάρχης τάγματος τῶν φοιδεράτων, Zonaræ pag. 104. Ἡγεμὼν τοῦ τῶν φοιδεράτων τάγματος, Scylitzæ pag. 487. qui præterea meminit τάγματος τῶν φοιδεράτων pag. 755 ; postmodum Ἑταιρειάρχης dictus. De Fœderatorum cohorte in Palatio Principis militante dixi ad Annam Comnenam pag. 227.
So basically we know very little  Sad  Not unusual I guess. Thanks anyway.

Nik- a quick google search for Comes Foederatorum brought up quite a few hits, might be worth checking out a few of them.
