One possibility is to include design elements found on any coins that are
attributed to the desired unit if such are known. It would represent a guess at best but better than no evidence at all.

Sadly, although naval themes certainly aren't lacking on coinage, the association with specific units only happens with legions and (iirc) the guard.

I dont think this is a massive problem.
The lack of evidence is not unusual! I think that there are very few of us who can honestly put our hands up and say we have precisely copied evidence for our shield designs for our chosen unit. Even when evidence does exist, it is rarely straightforward and will always need a heavy amount of personal interpretation. It's based on a monument from Rome, possibly on the Arch of Constantine, though I might need to double check. Seemed suitably naval, further evidence notwithstanding!

A double dolphin is shown on the Alteburg Monument too, and I vaguely recall a note in the museum in which they say that it was an emblem of the Rhine fleet.

It may not be the unit shield of some particular group or other, but there's no denying it looks entirely Roman. Very nice job!
