I was quite interested in this topic, as I plan to put together a signifer impression someday. Is there evidence that the parma's decoration matched those of the scuta, or was there more room for personal taste?

....Have to concur with that - almost certainly this type. Though we have no illustrations of velites from this time, near-contemporary cavalry parma are shown with spina and wooden boss. e.g. various coins

Didn't velites continue right up into later Augustan times? Wouldn't the boss have changed from the earlier wooden (Gaulish) style to the simpler Roman style along with scuta, etc?
I don't have any references, I'm just asking the question. In later periods, the velite was called skirmisher or javelineer, or light infantry, but the function was still there, right?
