It is a little old fashioned, but you will still hear it sometimes.
People tend to say nowadays
'It's tipping it down' or in some places the more vulgar term 'It's p**sing it down' :oops:
Better just to say 'It's raining'

in bavarian there's "I glab dia brennt da huad!" (Ich glaube, dir brennt der hut / i think that your hat is on fire) . it's the same like "you are insane"
I use it pretty often

We say- 'You're barmy', 'You're a nutjob', 'You are one sandwich short of a picnic', 'The lights are on, but no-one is at home',.
