Appreciate your help - again. I guess then that the locals, (Illyricans) were the original designers of those caps. I read they accquired their name from the word Pannus (rags) because they used to make patch-work clothing. Also that Pannonia was not an economically profitable area, its main export being wild animals. A hat of that design (it appears to be of fur) fits into the image created.
