It looks like a smaller version of Theodora's at Ravenna.

Made by Legio I Germanica based on iconography of Galla Placidia, coins, busts and also from th Ravena mosaic I think...

It was made by Carme (Galla Placidia) and I. Yes it is based in the Theodora's one and some numismatic and escultoric finds.
