Although isn't it the same guy who did Dog Soldiers? And I love that film. The main woman looks familiar, think she was in Nip/Tuck.

It sounds a good bit like the old Roger Zelazny book and, sort of, resulting film, Damnation Alley. It was a great book and a not so great movie.
