Headless Romans in York on PBS

I would be interested to get other folks thoughts on the PBS show aired last night about the 42 or so decapitated remains found in York. One would think that knowing what Caracalla did after he took power they would have known right off who the remains might belong to and why they were there. Knowing that the Romans used decimation I don't see why they would have thought they could be disgraced soldiers. Did they cut up the body afterward? I have not come across that.
Anyway, I know there are many folks here who know volumes more than I so I would like to hear their thoughts.
