I hate to confuse the issue further, but as far as I know "Roma Victor" is also grammatically correct Latin.

For example, if you want to say in Latin. Julia is the cook, you would say

Julia coquus est. ------ Julia is a feminine noun and coquus is a masculine noun. There are no feminine words that mean cook, so you are stuck with a feminine noun = a masculine noun.

I personally see Roma Victor in the same way. We have dropped out the verb, and therfore we can assume that the correct verb would be some form of esse( the verb to be).
