If genuine, probably an imperial portrait (by comparison with other pieces of cavalry equipment), although pendants of this type do not usually show decoration of this type in this place. Without context or scale, it's difficult to tell.

Normally Tiberio-Claudian in date (with residuality meaning some pieces are found up to Flavian times). They are only found on early sites in Britain, south of the Severn-Trent line (so pre-Flavian).
