Does anyone know what these troops would have looked like?

They are mentioned by Phil Barker in his The Armies and Enemies of Imperial Rome, but I cannot find any other mention of them in the reference material that I have or anywhere on the Internet.

He describes them as, "skirmishing light javelin cavalry, riding bareback without even a saddle cloth or a bridle, were a valued part of the Roman army from the time of Trajan until they merged with the new types of "Illyrian" light cavalry at the end of the 3rd century A.D. Dark, but not negroid, they wore a sleeveless natural wool tunic and carried a small hide shield without boss and a number of javelins."

Can anyone tell me where these troops were from?

I am painting some miniatures of these troops, but am not sure how dark to paint them.

Sounds like he identified them with the famous Numidian light cavalry from the Punic wars. They came from what is now Algeria and Morocco.
