Even today street fighting is considered a brutal bussiness and avoided if possible. Up to Xenophon's times even elite troops caught in streetfighting had the tables turned on them (i.e. Thebans in Platea).
I think if the Persian C-C thought he was not fully prepared for this he would avoid that type of action.
Also the fortified camp might weight in his desicion.
