Constructing an Aquila

Haven't done much talking around here, but plenty of reading, and I've got something in mind that can probably only be accomplished around here.

As the title obviously indicates, I'm looking to build myself a Roman Aquila. What I'm trying to do is combine aspects of both an Aquila and a Signum. Meaning I want the eagle up top with the phalerae below and the name plate between the two (straps and all). I'm pretty sure this design was not used historically, but it's kinda the best way to go for the situation I'm in.

So... can anybody here provide me with instructions for constructing this, i.e. the materials I would need to make this stuff? Or perhaps somebody can make one and I can pay via paypal or something. I'm fairly certain that everything but the Eagle is something I can do on my own, but that eagle is going to be an issue, espcially since I dont want it to simply be paper mache.

If anybody can help me out in the construction of this I would greatly appreciate it.

have You considered to take a look at Ebay's - there are lots of brass eagles for all different purposes and in different styles and scales. When I searched for 'brass eagle', I got 1024 items, may-be You'll find what You search for a fair price - here are some examples:
