I think that's about right.

As to what started this discussion, who knows? He may have seen a meteorite and interpreted as a vision, whether he did so cynically or sincerely is anybody's guess. I personally doubt it, but can't say for sure.

Finally tracked this down.

This is Constantine's letter to Arius and Alexander as contained in Socrates Scholasticus' history.

If Constantine is not a true believer, or at least a sincere sympathizer with the faith, then he is the most subtle and clever manipulater the world has ever known, in short, he's a genius.

I still can't decide.
