Trierarchs

Is a "trierarch" in the Roman navy a captain, or could it be -as it was in the Athenian and Macedonian navy- an honorific title for the sponsor of a galley?

It is accepted that the trierarch is in command of the ship, no matter its size. It is possible though that on small ships (like liburnae), the gybernator was in command.
