The Vatican's 'Lexicon Recentis Latinitatis' renders 'smoking' in that sense as the noun form "tabaci inhalatio", the verb form as "fumum tabaci haurire" (or "nicotianum fumum sugere/haurire", "vaporatum tabacum sugere", "fumum foliorum nicotinianum haurire")

That would give you either

"NOLI FUMUM TABACI HAVRIRE"

(or other verb forms)

or, stronger, more German:

"TABACI INHALATIO INTERDICTA"
