Roman militia and garrison troops

Would the militia troops sent to initially fight the slave revolts have been towns and city folk with no military experience? Or were there established militia units across Italy and Sicily? How would they have been recruited and organised?

Any material that I could be pointed to for research into the non-legionary military structure (garrisons/militia) in the Roman republic and empire?
