odd instrument

Over in RAT there is this photo of an odd instrument; any guesses on it? It looks like it has a long key for changing the sound, but being down at the bell it would not make much change at all. The mouthpiece looks like it would accomodate an internal single/double reed, something like a bagpipe?<br>

That would explain the think face of the blower and the think blowing end...a tuba would be smaller.'<br>

I think the long key is connected to a mute: the variations in sound would be entertaining, and can sound like a wide variety of human sound. Think Harpo Marx in Duck Soup, having a telephone conversation just with his horn.<br>
