The Byzantines called the Kievan Russians "Tauroskythoi". Scythian was just a shorthand for any people from the West-Eurasian steppe and its hinterland, The Romans and their Byzantine successors were, for the most part, indifferent to the demography of barbarians. That modern scholarship has inherited some of this tendency is not so surprising.
