Seems the site lies beneath what will be Amba Aradam Station, shown here on Google - the location looks about right, just outside the line of Aurelian's Wall.

I wonder why this has been so quickly identified as a 'military' site. The Lateran barracks of the Equites Singulares is nearby, but the closest remains (as far as I know) are the large residential district excavated less than 200 metres away, beneath the INPS building on Via dell'Amba Aradam itself - several large aristocratic domus dated between the 2nd and 4th centures.

The mosaics may indicate 'officers' quarters', but it seems to me that without additional evidence this could just as well be the offices of some civilian body or other, or part of a large private house. But that wouldn't be as dramatic, of course!
