ILS 2231

The copy I have of ILS 2231 reads: “To C. Edusius Sex. F. Clust., from Mevania, centurion of the 41st legion of Augustus and centurion of the fleet, under the terms of his will.”

Octavian is reported to have 45 legions before Actium. I am wondering what time period this record must relate to. Anyone have any ideas?

It is also CIL XI, 4654. It gets a mention as being Augustan in the late John Mann's PhD thesis on veteran settlement on p. 22. The full thesis is here:

This and another tombstone listing another fleet related legion that subsequently disappeared have to belong to the period between 44 and 31 BC.
