...and returning to topic-Emperor Heliogabalus have clearly moustache on his famous bust.

In Heliogabalus case cetainly it was.I dont think moustache was something common for original ancient Roman fashion(which does not mean there was not some exceptions and people having it even in earlier times)but by 3rd century it might spread from orient much more to western regions as well like all those new philosophies,religions and so on.
