The first part of the following considers client states as part of the Imperial "system":

Detailed narrative background for the East is in:

"The Hellenistic World & the Coming of Rome",E Gruen,(1984)

I would agree that the standard work remains Braund's book (and several related articles), favourably reviewed in (e.g.) Latomus 46.2 (1987), pp. 456-8 (http://www.jstor.org/stable/41534542).
