No sandals with togas?

I'm currently reading Local Knowledge and Microidentities in the Imperial Greek World and came across an offhand remark about how sandals could not be worn with togas. I confess this was completely new to me. Although no source was given in the book, I'm inclined to believe it because it seems to be meticulously researched and authoritative.

Can anyone shed some light on this? Is this true?

Well the Toga was an official garb, and normally worn by roman citizens from a certain age on and for official purposes. Also Romans normally wore some kind of boot or closed shoes outside the house eg. the calceus. Sandals were deemed ugly and only seen as a house shoe. Some rich romans even had slaves that carried their "house-sandals" when they visited someone.

I hope I got the facts right.
