The booklet 'Roman gardens and their plants' from Claire Ryley will give you a good start on this topic.
(ISBN 0904973166). It has an extensive list of plants and their uses, aswell as a list of native and Roman plants.
I have several other publications on Roman gardens but they are all in Italian, so if interested, I will post them too.
