have you tried this this:

They have a legionairs handbook and lots of suppliers and links to other legions. Or maybe some of the reenactors here can help you. I have seen an horseman of legio II Augusta with a 4-horn saddle (at least i thought he was from leg. II augusta). Perhaps he can help you.

Hey, I'm looking for a four-horned saddle too. However, I'd long ago come to the conclusion that buying one would prove impossible (there are probably under a dozen available anywhere in the world, and those that have 'em aren't likely to want to sell 'em), so I'm more or less resigned to making one or commissioning a saddler to custom make one for me. In other words, get ready to peel off the bills...
Here's a question for the cavalry specialists out there: Were all Roman horses (a) 14 hands or under and (b) one solid color (i.e. brown, gray, white, etc.)? Might something like a modern "paint horse" (i.e. one mostly brown, but with a few white patches on her face and flanks), around 15 hands, have existed back then? I ask because my daughter recently acquired such an animal, and naturally I'm sniffing around the possibility of incorporating her into our unit in the near future.
You definitely need to get Ann Hyland's terrific book, EQUUS: the Horse in the Roman World. She discusses all of your issues and more. It's all the info a budding cavalry re-enactor needs, as far as mounts and tack go.
Incidentally, for advice on saddlery and mounted reenactment, try www.timetrotter.com . Great equestrian group we saw at the Xanten Roman festival.
I don't know who's the maker, i know only the trader. But there is a photo, and a mail-address, so you can try to demand more information directly to the trader (Ricardo Cagigal)

I hope that helps you!
