Resocialization of soldiers

I am trying to locate the source of a quote/statement, reportedly by a Roman general. Approximate translation: "It is easier to turn a man into a soldier than a soldier into a civilian."

It might also be something like: "It is more difficult to return a Roman soldier to civilian life than to make a soldier out of a civilian."

Does anyone know where this originated or who the author of this quotation might be?

Any references or assistance in the right direction would be appreciated.

Nothing comes immediately to mind... Have you tried the Stratagems of Frontinus? As a collection of anecdotes and quotes relating to warfare it might have what you are looking for, especially in the sections regarding morale and discipline.

However, I've been unable to see it in there in a cursory search, and it does sound a little bit apocryphal. Newly-retired veterans (especially legionaries) could function as a reserve military force if required, especially if they were based in colonies, so resocialisation of soldiers wouldn't necessarily be regarded as useful anyway. I suspect that such a quote would probably be from a general of the Republic or very early Principate rather than from later on; certainly by Hadrian the troops were seen as having no difficulty in sliding back into the bad habits of civilian life, and the job of a commander in instilling military discipline was both necessary and difficult. I'd be very interested to hear if it is an authentic quote (or if, as always, I've forgotten something obvious).
