Unpublished Byzantine inscription from Cyrrhus

The following inscription is from Cyrrhus, and I cannot understand it. I think it ought to be transcribed as

Ἰουστινιανοῦ
βασιλέωϲ πολί-
τα ετῆ
Θεοδώραϲ δεϲ-
(ποί)ναϲ πολλὰ

But I cannot make sense of it. Is there someone whose Greek is better?

βασιλέωϲ πολλά (The double Λ is there. The Α is not. there is something like a lightning like an ς but it is obviously a mistake or something)
τα ετῆ
Θεοδώραϲ δεϲ-
(ποί)ναϲ πολλὰ

Many be the years of king Ioustinianos, many (be the years - missing?) of lady Theodora.

Well of course it wouldn't sound like that during that time, not being classical: the /b/ would have become fricative /v/ and where the /s/ meets the /p/ you'd expect a sort of /;b/ sound still common in certain dialects. the /oi/ in despoinas would be sounded like /u/ or /i/ though for the life of me I can't date it off the top of my head

This is a cool as hell find, I mean...one of the most famous emperors ever and his woman. Sweet.
