Both methods are known from the archaeological record so both are acceptable. If you plan on attaching the buckle and frogs to the belt plates themselves though I would congratulate you, as not enough reconstructions use this method.
Many re-enactment suppliers sell their buckles and frogs with hinged tags and as this is an accurate method of attachment most people simply drill or punch holes in these tags and attach them directly to the belt.
However, it is not a whole lot more work to achieve the other method of attachment. Simply file out sections of the rolled edge of a type 'B' plate to match the lugs (and hinged pin as well for the buckle), and then secure them together with a pin or wire. You should expand one end of this pin before inserting it so that it doesn't fall out. This could be done either by flattening out the end like a nail head or by soldering a small metal ball to the end (try to drill a small hole in this first to make for a stronger attachment). Do the same for the other end once you have inserted the pin.
