The Romans didn't conquer useless lands. Gaul was not completely primitive before the Romans conquered it. The fact that Gaulish farms were importing wine from Italy shows that they were already participating into the wider mediterranean economic system, which drew attention from Rome and hence resulted into their conquest and assimilation into the empire.

Gaul,Germania and the other non Roman occupied regions Primitive :?

A cloak imported from Nervie regions was very expensive.
Horse breeding in Germania was on very high standards.
Weapons from Celt-Iberic regions were seen as the best.

When you conquer a region you get the goods and land for free or for a lower price.
But after a few years: Different rulers but the same prices as before.
