I think there would be something far more substantial south of the river but it depends on the "evidence" they selected for the illustration. The baths south of the river appear to have been a very large construction and although I am trying to avoid the much over used Time Team "high status" phrase, I think the baths here would have been comparable with those north of the river and at other larger military establishments.

But, without the evidence of an auxiliary fort, the only other option is a large civil building.
