China wants 'one-child' compensation over NZ quake. Apparently, China thinks that became most Chinese parents have only one child, those who perished in the New Zealand earthquake should receive financial comensation from the NZ government.

Am I missing something? Is the NZ government somehow responcible for this earthquake? Do the the Chinese more than we do?
Otherwise, I'd say that because it was the Beijing government which enforced the 'one-child policy', it's of course Beijing that has to pay compensation to these parents.
