Second Punic War legion rotas

I quote from page 29 of the Osprey volume Armies of the Carthaginian Wars 265-146 BC:

"By the 2nd Punic war, legions were being mobilised for an entire year at a time and it was necessary to institute a rota system, with frontline troops being regularly replaced from home. The annual levy was then reduced to merely bringing the legions up to strength, and some kind of permanent legion did exist, though its content was constantly changing."

Does anyone know the classical source for the assertion about the rota? Is there any more information than this snippet?
