Yeah, I guess they caused problems at times. When Pliny was governor one of his cities wanted to start a group and Trajan told him no. Trajan suggested that Pliny just buy the necessary equipment and let the people use it when fires started. When you read the other letters Trajan wrote and realise how liberal he was, the volunteer firefighters must have caused quite a few headaches for him to turn them down.
