Interesting question. I'm not aware of dedications to Disciplina/Discipulina prior to the reign of Hadrian. And there was an understandable surge with Septimius Severus. (Also of interest: I seem to remember that dedications come predominantly from Britain and Africa, provinces that may have had particular discipline problems?)
Just noticed your other question: yes, the word existed (e.g. Pliny, Epist. 10.29), but not (as far as I can see) the cult. (Compare Hist. Aug., Vita Hadr. 10 with Vita Aug. 24, for emperors keen on exacting discipline!)
