speculation but from barkers book .but the early legionares wore a form under metal armour and the thormachus is well known.
non armoured troops will not stand for very long against armoured ones not in a field battle-its a matter of morale as well.
please quantify nimble- armoured troops can move quickly on solid ground.

some third and fourth depictions do show armour.Mail in particular ie the arch of diocletian and some tombstones.
the practice of showing soldiers without armour may have been a christian practice but this is speculation on my part.
