Although not strictly Roman army I was just wondering if anyone could recommend any titles on how citizens and colonies were allocated into voting tribes under the Empire.

Have you tried Sherwin-White's The Roman Citizenship?
It's a marvelous work.

“The Voting Districts of the Roman Republic,” Lily Ross Taylor (1960). It’s a good account but relies on conjecture.
