As I understand it in late Rome the comes or count outranked the dux or duke.
Do we have any idea when and why this changed? In Medievel times the Duke was a higher position than the Count.

I believe that Charlemagne recreated the Duke as a supervisor for the Counts during his reign.

Beware, duces and comites are NOT ranks, they are titles. But in general (no pun intended) one can say that a comes was in command of more important armies and regions than a dux.
