Basically, you start with an artist who can make a clay or wax model of the die you want, copying an original plate or die as closely as possible, of course. Send that model to a foundry and have it cast in brass (such as nickel brass for strength). Use that as your positive die, and make a matching negative by melting lead and floating the positive die in it while it cools. The plates are .010" brass sheet, annealed and re-polished and then stamped.
