Info on a Belt

Here is a belt that occasionally pops up on a well known auction web site

As you can see from the picture title the claim is that it is a IInd to IIIrd C belt, but as is so often the case with that web site there is no provenance given to verify the claim.

Does anyone have any information on this style of belt? Or is it yet another home made job, stuck in manure for 6 months to "age" and then flogged on to the gullible and/or unethical?
