I have played many reconstruced games based off of ancient rome but was Numidia really an enemy of Rome? :?

Yes, at times - at other times it supplied troops to them.

Not trying to be glib, but LOTS of countries were enemies of Rome, then suppliers. Client statehood was preferred to the treatement the Carthagenians got in most countries' eyes.
