Aha -- I think I've got to the bottom of this one!

Not noted in the usual places (e.g. M.G. Jarrett, "Legio XX Valeria Victrix in Britain", Arch. Cambr. 117, 1968, 77-91), this inscription from Trajan's Forum in Rome has been cited by Karl Strobel (Untersuchungen zu den Dakerkriegen Trajans, Bonn 1984) as evidence that the three named legions (XI Claudia, XV Apollinaris, XX Valeria Victrix) participated in the First Dacian War. Hence, our vexillation of XX VV.
I can sleep easy tonight.
