The 'quivers' are indeed leg protection, and we have no clear idea what in the picture is the thoracomachus, or if the second garment is a tunic, a piece of armour or indeed the 'Libyan Hide' the author refers to.
My interest was the helmet which is oddly shaped, but apparently has similarities to earlier Roman art.
